This park has several restriction due to NRS 493.109 Unmanned aerial vehicles: Operation near critical facilities, which says, in part, that you can't fly within a horizontal distance of 500 feet or vertical distance of 250 feet from ... power generating station, plant or substation and any appurtenances thereto, any transmission line that is owned in whole or in part by an electric utility.
The red line is a power transmission line. The orange box shows 500 feet either side of that transmission line.
There is another transmission line on the south side of Tropacana. The orange line shows the 500 foot setback from that line.
There is another transmission line on the east side of Decatur. The orange line shows the 500 foot setback from that line.
Putting all three setbacks on one map shows that the GREEN HEART area is the only place in the park where you don't need NV Energy permission to fly without risking a misdemeanor by violating NRS 493.109. Enjoy!
